Apply for a library card online to gain access to resources like:

  • Borrowing privileges to over 20,000 books, audiobooks, eBooks, magazines, DVDs, and movie streaming, including the latest bestsellers, as both physical materials and e-borrowing via the digital collections
  • Reference and information services for adults and children
  • 24/7 access to an extensive list of electronic resources
  • Free online classes
  • Online programs for all ages, including book discussions, storytimes, and summer reading programs

Library cards are free to Manchester residents with proof of residency. For others, non-resident fees apply. A non-resident individual membership is $55 for a year, and a non-resident household membership is $89 for a year. These amounts reflect Manchester taxpayers’ per capita costs to support the Library.

How to Apply

To apply for a new library card or to renew an existing membership, please fill out the application form via the button below. Your new library card information or acknowledgment of membership renewal will be emailed to you within three business days of receipt of your complete application (including supporting documentation or payment as appropriate; read on).

If you are a Manchester resident, you will need to include one of the following as proof of residence. Be sure to block out any sensitive information such as your Social Security Number, driver’s license number, etc. before uploading the scans to the application form. If you do not have access to a scanner or do not wish to upload documents via the internet, you may also bring documents to the Library in person after submitting your application.

  • A current property tax receipt for taxes paid to the town of Manchester (if you are a property owner),
  • A current copy of your lease, or a utility bill, showing your name and physical address, or
  • A photocopy of your driver’s license or non-driver ID with Manchester address.

If you are not a Manchester resident, you do not need to email proof of residence. After filling out and submitting your membership application, you will be taken to an online checkout to complete your payment.

  • A current property tax receipt for taxes paid to the town of Manchester (if you are a property owner),

Property taxes must be paid to the Town of Manchester in order to qualify for fee-free memberships. Manchester mailing addresses for Winhall properties are considered non-resident.
